WHAT IS OUR GOAL?
This research analysis aims to establish a framework for a public policy that contributes to protecting internet users in
Lebanon from digital violence. This will be achieved by establishing clear preventative mechanisms, outlining an effective
regulatory approach to address these crimes, and identifying key stakeholders and involving them in finding sustainable
solutions.
Digital violence can discourage participation in public online discussions, particularly among women, leading many to
avoid using social media or freely expressing their opinions. This, can also negatively affect their opportunities, for education, employment, and political participation
Lebanon's weak record in policy reform and implementation poses a significant challenge. However, we can leverage the
modest experience in the media sector's self-regulation as a model for comprehensive reform. A successful reform initiative can be a starting point for change in other areas. As the saying goes, 'a journey of a thousand miles begins with a
single step'; and to achieve this and witness change, we must overcome the obstacles of toxic sectarianism, impunity, and
the deeply rooted patronage system in Lebanon. This paper provides a set of guidelines to initiate a national dialogue on
very specific and vital areas for action in the digital policy reforms.
